Conatel to Start 3rd Mobile License Sale in 15 Days

Venezuela's telecommunications regulator Conatel will begin within 15 days the sale of a third license to provide mobile Personal Communication Services (PCS) services in the country, after transport & communications minister Luis Reyes Reyes ordered Conatel to proceed despite delays in Congress. The popular President Hugo Chavez has been pressuring a relatively weak Congress into passing an Enabling Law, which would authorize widespread powers for him to pass several laws pending by presidential decree. However, Congress has dug its heels in and refuses to authorize the full extent of the Enabling Law requested by Chavez. Included under the Enabling Law would be modifications to the Privatization & Concession Law, as well as the Telecommunications Law. However, Minister Reyes said the auction of the third license would be carried out under the legal framework of the existing Privatization & Concession Law, regardless of the Enabling Law. "We are not going to wait. We have to start [the auction] because the state needs the revenue," Reyes Reyes said.
