Mexico exports Compranet model

Mexico will export its online procurement system Compranet to the Paraguayan government, to be adapted to the state technological platform there, Mexican daily El Universal reported. The move will help introduce transparency to Paraguay''s acquisitioning and public auction processes, according to Eduardo Romero Ramos, who runs the administrative development ministry Secodam. Romero signed the agreement with Paraguay''s foreign minister Jose Antonio Moreno. Negotiations have been going on since 2000 and Secodam electronic affairs head Carlos Jaso told BNamericas the ministry initially had February as the deadline. This was delayed on account of cabinet reshuffles in both Mexico and Paraguay, he said, adding that the agreement was possible thanks to Paraguay''s recently approved e-commerce and public procurement legislation. Jaso did not give a figure for the investment by Paraguay to adopt and operate the Compranet model, and could not refer to details of a time frame to complete the process. However, he said "in the next few weeks" the two countries would chose teams to carry out the transfer of the technology and know-how necessary to operate the system. "We will train our Paraguayan colleagues and they will adapt and implement our model," he said. The Inter-American Development Bank (IDB) and the World Bank have tested the Compranet system, and Mexico has signed agreements to help Ecuador, Honduras, Costa Rica, Argentina and Peru set up their own e-procurement systems. Secodam launched Compranet in 1996 and the site now registers an average of 500,000 consultations a month.
