Suptel recommends intervention of Pacifictel

Ecuador's telecoms regulatory enforcement agency Suptel has recommended intervention of state-run fixed line operator Pacifictel, and awaits a decision on the matter by the telecoms regulator Conatel, Ecuadorian daily Expreso reported. According to Suptel, Pacifictel has failed to meet buildout goals stipulated in a concession modification agreed in 2001, and failed to act on a May 2002 order to rectify the situation. In August 2002 Conatel accepted a rectification plan whereby Pacifictel would install 49,000 new lines this year, as well as 100 public telephones in the second quarter and 408 public telephones in 4Q03. However, Pacifictel depended on funds of US$12mn that have been immobilized as a result of the closure of local bank Filanbanco, and has appealed Suptel's recommendation on those grounds. Conatel is scheduled to decide on Suptel's recommendation and Pacifictel's appeal on Monday, June 23.
