Vivendi Buys Rules for Cucuta Waterworks Concession

Two companies, including France's Vivendi, have acquired bidding rules for the 30-year concession to upgrade and operate waterworks in San Jose de Cucuta, in Colombia's Norte de Santander department, local investment bank CapitalCorp vice-president Carlos Andrade told BNamericas.com. Another two companies are interested in buying the terms, he added, though the list should not stop there. Bidding rules are available from Cucuta municipality. The date for presenting bids has been pushed back 15 days at the request of participants and offers are now due October 24, Andrade said. The concession will be awarded to the consortium or company that requires the lowest state subsidy and the evaluation of bids should take no more than a month. The concessionaire will be required to invest US$215mn-220mn to upgrade and expand the drinking water and sewerage networks, as well as wastewater treatment infrastructure for Cucuta's 698,000 residents. QUIBDO CapitalCorp is acting as advisor to seven concession processes including Cucuta. In the Choco department capital Quibdo eight local and foreign companies participated in a meeting on September 25 to present details of a 30-year concession to upgrade and operate waterworks in the city, Andrade said, though as yet none has bought the US$1,150 bidding rules. According to the project timetable technical and economic offers will be received on October 20. The concessionaire will be expected to invest US$21.9mn over the 30 years, with US$9.8mn being pumped into the expansion, upgrade and maintenance of the drinking water supply system. The rest will be invested in the sewerage network and wastewater treatment infrastructure for Quibdo's 139,000 inhabitants. IBAGUE The municipality of the Colombian city of Ibague has postponed the launch of the auction, previously set for September 22, for a 20-year concession to operate waterworks services, Andrade said, adding that it should now take place at the beginning of October. Once launched, rules will be on sale from the municipality at 5 million Colombian pesos (US$2,258). This concession will be awarded to the company or consortium that best fulfills the requirements defined in the terms of reference, which include the highest number of new connections and the lowest maximum drinking water rates. The concessionaire will be expected to invest some US$70-75mn over the concession period, with investment split 50-50 between drinking water and sewerage. The development plan includes the construction of a wastewater plant. Ibague has a population of around 400,000, lies three hours west of Bogota and is the capital of Colombia's Tolima department. OTHER CONCESSIONS The concession to operate waterworks in Sucre department capital Sincelejo and neighboring town Corozal could now be split in two, with the Corozal municipality launching the auction in mid-October and Sincelejo in November, Andrade said. Previously these were to be auctioned as one as they share the same aquifer. A further concession to operate waterworks in Guajira department city Maicao should be launched in October, he added. CapitalCorp is also undertaking a financial assessment of the Manizales waterworks concession, currently in the hands of privately operated Aguas de Manizales, which is publicly owned. Once the value of the concession is determined an auction will be held for its sale, Andrade said.
