Brazil drops two dumping probes into Chinese fiber
Brazil has decided to close two commercial investigations into possible dumping of fiber optic cables from China in the country launched earlier this year, with no judgment issued on their merit.
The decisions, referring to separate but complementary processes, were published in the country's federal gazette and were taken by the industry, development and trade ministry’s (MDIC) foreign trade secretariat Secex.
Prysmian, Cablena and Furukawa submitted the request for the dumping investigation in October 2022 and the first probe was launched in May this year.
BNamericas was the first to report in March that the Brazilian government was considering an investigation.
A second investigation was formally launched on June 22 and focused on Chinese government subsidies provided to local companies to export the cables.
In closing the investigations, Secex argued that certain information was lacking regarding the production and commercialization of fiber cables, as well as missed deadlines by the three companies to correct incorrect data submitted, among other things.
It added that there was not “sufficient reliability in the data to carry out the analyses with the aim of reaching a final determination of the damage to the domestic industry in the context of the present process."
BNamericas learned from a source at one of the three companies that a new request will be submitted. “We're already working on it," the executive said.
However, this probably means that the entire process will restart from scratch.
