Costa Rica delays OTT tax decision
Costa Rica has delayed a decision to begin charging over-the-top players value added tax of 13%, starting July 1, citing difficulties in determining the origin of where the digital services are being used for the purpose of charging the card issuer.
As such, the digital tax will not come into force on July 1 along with the tax reform but will be delayed by about a month as how to charge the digital tax is decided, deputy finance minister Nogui Acosta said.
"This is not going to come into force on July 1, because we have to determine a list of banks and then they have to adapt their IT systems to the 13% tax,” said deputy tax director Giovanni Tencio."
Tencio said that the finance ministry is not considering taxing Amazon.
Several countries in Latin America have been considering applying tax to digital services.
Since July 2017, Colombia introduced legislation obliging foreign digital platforms like Netflix and Uber to pay local taxes.
In Argentina, it was decided that a tax will be paid and retained by card processors. In Brazil and Chile, discussions are ongoing about charging a tax to digital platforms. Uruguay has approved legislation but is yet to decide how to implement it.
