
Further tweaks tabled for Honduras power framework

Honduran power regulator CREE has opened a public consultation for proposed complementary modifications to the regulation governing the operation and administration of the wholesale market.
One change would update the way firm capacity deviation payments are calculated and paid.
“The current methodology implies that the payment for deviations of firm power is made on an annual basis (between January and June), which means that some plants with available capacity and without a contract do not find it attractive enough to start operating in the market because they fail to recoup their fixed costs opportunely,” according to the watchdog.
Another modification would incorporate elements of how to regulate the injection of surplus electricity into the grid by self-producers “to take advantage of these surpluses efficiently and the benefits that the injections can produce for the network, limiting their potential negative impacts.”
