
Mexico agency calls for more transparency on Dos Bocas refinery

Mexico’s transparency institute INAI is the latest voice calling for the government to provide more information about its controversial Dos Bocas refinery project.
INAI, which oversees freedom of information requests in Mexico, asked state oil company Pemex to provide information on the environmental impact study and budget for the project after Pemex’s project development unit denied a freedom of information request from an individual, saying it was not responsible for the new refinery and did not have the requested documents.
“The Dos Bocas project is of great importance for the new government and is of great transcendence and interest to the public,” INAI commissioner Rosendoevgueni Monterrey Chepov said in a statement.
The INAI requested that Pemex carry out a more exhaustive search across different units for the requested documents.
President Andrés Manuel López Obrador announced this month that Pemex and the energy ministry would oversee the construction of the refinery after bids from private companies failed to meet his ambitious US$8bn budget and three-year construction timeline, which analysts say is unrealistic.
Energy Minister Rocío Nahle has insisted that the government has submitted an environmental impact report for the refinery project but the head of environment and safety regulator ASEA has said a permit had not yet been issued. Meanwhile, a top opposition lawmaker has called for congressional audits of the project.
