Report: WTO liberalization could hurt metals, steel

The outcome of negotiations to further liberalize trade within the ambit of the World Trade Organization could harm the steel and metals sectors of South America's Mercosur trade bloc, Brazilian business daily Valor Economico reported, citing an economist from the UN Conference for Trade and Development (UNCTAD). Latest proposals for the metal manufacturing sector would see a 6% reduction in its current US$81bn/y worth of production with full liberalization and a 3% reduction with partial liberalization, according to the economist Santiago Fernández de Córdoba. Aggressive liberalization of Mercosur (comprising Brazil, Argentina, Paraguay and Uruguay) would also result in a 1% drop in steel production for the bloc but on the other hand would increase production of capital goods generally, the report said. Trade negotiations began again on Monday, seven months after the last talks in Cancún, Mexico fell apart.
