Streamlining of public works with adequate planning, not with provisional permits

Position of the Mexican Chamber of the Construction Industry on the agreement that instructs the agencies and entities of the Federal Public Administration to carry out actions in relation to the projects and works of the Government of Mexico considered of public interest and national security , as well as priority and strategic for national development, published on November 22 in the Official Gazette of the Federation

CDMX, November 23, 2021. The formal constructors affiliated to the CMIC share the purpose of the Federal Government to speed up the execution of the large infrastructure works that the country needs.

Likewise, we respect the legal powers of the federal authorities to issue decrees in order to enforce the public interest. However, we do not agree that the construction of public works through provisional permits is the best way to expedite it, due to the problems that could be generated for public works executing agencies, construction companies and society in general.

There are different causes that influence the delay in obtaining permits for the execution of public works in addition to the response capacity of the responsible institutions, it is a structural problem that must be addressed by giving long-term planning and technical preparation of projects the seriousness, priority and time they require.

For this reason and in the most respectful way, we express our legitimate concern that this decree will result in greater improvisation, higher costs, less transparency and deterioration in the quality of the works. It is not healthy to make an exception, the rule. By no means do all federal water, environment, communications, telecommunications, customs, tourism, energy and health projects qualify as national security projects.

We hope that the federal authorities will open a space for dialogue with the different sectors involved in the infrastructure cycle, to find a point of balance that reconciles the legitimate aspiration of the authorities to speed up the works, with the imperative of guaranteeing the adequate execution of the works. same in conditions of transparency, competitive costs and quality.
