Uruguay releases recommendations on AI regulation
Uruguay’s electronic government, information and knowledge society agency Agesic presented a report with recommendations for the regulation of artificial intelligence.
The report falls within the framework of the national AI strategy and the creation of a national data strategy, the agency said in a release.
In line with international trends to review the ethical foundations and risks of the new technology, Agesic recommends defining risks that are unacceptable as a society and identifying uses of AI that represent a high risk and require special measures, as well as regulating instrumental rights regarding transparency, explainability and contestability.
The text adopts measures aimed at combating disinformation and protecting the integrity of democratic processes.
It recommends establishing specific standards regarding the development, use and acquisition of AI in the public sector, as well as strengthening the agency and its competencies on AI and data issues.
Agesic also recommends the creation of internal data committees in public entities and the definition of a government data governance model.
The agency recommended finalizing the proposed regulation of controlled testing environments and other innovation promotion measures.
It also urged a review of the development of infrastructure for AI and promotion of private investment, as well as promoting incentives for private entities to share data, respecting regulations on the protection of personal data and intellectual property.
Likewise, the creation of public databases that can serve as training data for AI systems is recommended.
