US$8bn Dos Bocas refinery tender to be invite-only
Mexico's energy minister Rocío Nahle said the tender for the US$8bn Dos Bocas refinery will be by invitation only, local paper El Economista reported.
This restriction will ensure that foreign multinationals with a background in corruption stay out.
Although the government has earmarked 50bn pesos (US$2.6bn) for the refinery in its 2019 federal budget, it remains unclear when the tender will take place.
The national petroleum research institute (IMP) said it was working with Pemex on several projects, including the refinery. In a nod to the government's goal to revert the energy trade deficit by 2024, the institute said the refinery is viable and necessary to achieve self-sufficiency in fuels.
