Oaxaca state, the first in Mexico to develop mass wind generation capacity, had to learn on the fly. The result has often been legal uncertainty that manifests itself in disputes between landholders and the wind companies renting the land for their turbines. While Latin America has seen significant amounts of new power capacity from both renewable resources and conventional thermo, large-scale hydro will continue to play a fundamental role in the region's generation mix.

Brazil's mines and energy ministry announced that the tender for the 11.3GW Belo Monte hydro project will take place on December 21. Power regulator Aneel will hold the tender, and environmental agency Ibama will still have to issue the final permission for the US$8.9bn project.

Belo Monte, which is planned for the Xingu river in the northern state of Pará, will be the largest hydro project in Brazil after the 12.6GW Itaipú plant that is shared with Paraguay.
