Oaxaca state, the first in Mexico to develop mass wind generation capacity, had to learn on the fly. The result has often been legal uncertainty that manifests itself in disputes between landholders and the wind companies renting the land for their turbines. The government of Oaxaca state has now drafted a bill that would create a council to resolve such disputes and hopes it will pass through congress before the end of the legislative session in December.
