Colombia's Mining and Energy Planning Unit (UPME) is the special administrative/technical unit responsible for the sustainable development of the country's mining and energy sectors, including hydrocarbons. Dependent on the Ministry of Mines and Energy, UPME's main objectives are to comprehensively plan, support and assess the development of both industries, as well as to support the ministry to form national policies and regulations. UPME was established in 1992 through the reorganization of the former National Energy Commission. It is located in Bogotá.
