Bucaramanga wants telecoms tax to pay for security

Colombia's Bucaramanga city mayor wants to impose a new tax on telecoms services to pay for security measures to counter terrorism and crime, newspaper El Tiempo reported. Bucaramanga mayor Honorio Galvis presented the city council with a plan that aims to raise 3bn pesos a year from 126,700 local telephony customers to finance security programs. The mayor wants to install 50 security cameras at key entrances to the city, on top of 100 existing cameras, and purchase 100 motorbikes, and 10 cars for the city police. The new tax will add between 200 and 30,000 pesos the customers' monthly bills, according to the report. Yamil Bechara, general manager of city telco Empresa de Teléfonos de Bucaramanga (Telebucaramanga), disagreed with the tax plan saying it would cut demand for services and new lines. "The measure may be good, but charging through the telephone bill is not the most appropriate because it would reduce demand for services," Bechara said. Luis Gustavo Álvarez, president of the local business chamber, welcomed the idea. "I don't see it as a tax but rather as a contribution. Although we have to make a sacrifice, it is a very good initiative."
