Brazil’s Petrobras looking for a host of ICT providers

Brazil’s Petrobras has a host of tenders underway for services and projects related to software, digital transformation and overall IT support for its operations, information on the national oil company’s procurement platform Petronect indicates.

There are at least six tenders launched related to software licensing and services.

In one of them, Petrobras is seeking a batch of perpetual licenses of the Simatic Controller Software.

Simatic is a set of control systems designed by Siemens comprising basic, advanced, distributed and software-based controllers. According to Petrobras, these are meant for industrial automation by its exploration and production units.

The NOC is specifically seeking Simatic’s software versions PCS7, S7, STEP 7 and WinCC, and related variations, comprising a total of nine licenses.

While of national scope, most of the licenses are aimed at Petrobras’ operating units located in Vitória and Espírito Santo states, Petronect information shows. No reference budget is provided for the tender, which means the winner will be the company submitting the lowest bid.

Bids can be submitted until July 7 at Petronect. More information on this bidding process can be found on the platform under reference number 7003866802 (“oportunidades”).


In a separate bidding process, Petrobras calls for scientific software development and support services, with a focus on exploration and reservoirs.

With a reference budget of 146mn reais (US$27.5mn), this tender is restricted to prequalified suppliers. The winner will be the one offering the biggest discount on the proposed budget.

According to Petrobras, the contracted company must offer multidisciplinary teams, to work alongside Petrobras ones, comprising professionals from different expertise categories.

These teams may be required to work on the construction of new scientific software solutions and on the evolution of solutions already in place, Petrobras said.

The original deadline for bids was May 5, but Petrobras pushed it back to July 1.

Petrobras is also looking for anti-malware solutions services developed by Trend Micro (bidding deadline July 7, reference number 700386828); and for the development of systems in the Squad software factory modality (deadline June 26, reference number 7003859836), both on behalf of its fuel transportation and logistics subsidiary Transpetro.

No reference budget was provided for these tenders, and the winners will be those submitting the lowest bids.

Another open tender is for common data environment (CDE) software in the subscription mode (cloud), aimed at Petrobras itself.

Provided by different companies, CDE is essentially a central repository of data related to a specific project.

The deadline for bids is July 14 and the CDE tender reference number on Petronect is 7003873080.


Petrobras also postponed to June 30 the deadline for the submission of bids for a broad tender aimed at IT infrastructure management, support and operation services.

With a reference budget of over 238mn reais, this the biggest ICT-related bidding process currently underway at Petrobras. 

Services include “the conception, planning, design, architecture, construction, evolution, deployment, testing, automation, monitoring and stabilization of information technology and telecommunications infrastructure" for software assets.

A software asset can be a software platform or a software product, according to Petrobras.

The tender also includes service desk, for service and technical support, and technical support of solutions and software assets in a cloud environment. The winning company must be an authorized partner/integrator of Microsoft and Amazon Web Services.
