By the National Electrical Coordinator
January 17, 2023
This is a machine translation of the original press release issued in Spanish
Tuesday, January 17, 2023. The National Electricity Coordinator called for an international public tender for the award of the construction, execution and operation of 22 transmission works, with a referential investment of more than US$82 million.
The works package includes expansions of networks and substations in the country, covered by decrees No. 200 of 2022 and 185 of 2021 of the Ministry of Energy.
As part of the process, the National Electricity Coordinator introduced a series of improvements to the bidding conditions for this process where, for example, new financial indicators are incorporated for the evaluation of the winning companies, new administrative requirements related to the delivery of guarantees , and also adheres to the Manual of Good Practices in the management of Suppliers, Contractors and Subcontractors in the construction of energy projects promoted by the Ministry of Energy.
In this last document, a series of good practices are established that companies must comply with, with certain conditions of prompt payment to suppliers, among others. In the bidding bases, the interested parties must declare that they will comply with the provisions established by the Ministry.
The bidding rules have been available since January 16 on the website of the National Electricity Coordinator.
Companies seeking to participate in the process must register in the Register of Participants.
The bases contemplate various stages, where the most relevant are the consultation period (until April), receipt of proposals (June) and awarding (September 4, 2023).
