Colombia proposes new E&P licensing procedures
Colombia's government has proposed changes to hydrocarbons E&P licensing in order to align regulations with oil market conditions and local realities, as well as to increase the transparency of decision making .
Hydrocarbons regulator ANH released a draft agreement that establishes four types of processes: direct assignment, direct assignment with counteroffer, open competitive process and closed competitive process.
The changes are intended to simplify and streamline selection and include amendments to financial and operational requirements.
The watchdog will accept comment on the draft agreement through January 31.
Local oil association ACP recently revealed that E&P investment in 2015 fell 28%.
