Ecuador creates trust for PPP project studies

Ecuador created a trust fund with US$28mn for studies for PPP infrastructure projects.

The resources come from a loan from the Inter-American Development Bank (IDB) under a program to improve fiscal capacity for public investment, the PPP secretariat said in a statement.

In the coming weeks, studies will be contracted for the prefeasibility and feasibility phases of certain projects that will be put out to tender, said PPP secretary Pablo Cevallos during the ceremony to constitute the trust.

The government of Daniel Noboa plans to conclude this month the inclusion of the first seven projects, involving a total of US$2.3bn, in the national registry of public-private partnerships, an important step before structuring the initiatives that will be put out to public tender.

The projects are the Manta-Quevedo, Montecristi-La Cadena, Pifo-Y de Baeza, Bahía-Pedernales-Cojimíes, Ambato-Baños-Puyo and Loja-Catamayo highways, as well as the Esmeraldas multipurpose port terminal.

Various initiatives, including those in the electricity sector, will be added to the registry periodically.

In a recent interview with BNamericas, Cevallos said the Manta-Quevedo and Pifo-Y de Baeza projects have prefeasibility studies and that the feasibility processes could begin in the second half, meaning that the first tenders could be launched at the end of 2024 or early 2025.
