Medellín set to award US$330mn light rail contract to sole bidder

A consortium comprising China Railway Construction Company (CRCC), Mota-Engil Portugal and Mota-Engil Colombia is set to win a 1.5tn-peso (US$326mn) contract to build a light rail line in Medellín

The awarding ceremony will take place October 21, while the starting order will be signed November 15, the project’s manager, Sergio López, told TV broadcaster Cosmovisión.

Questions emerged because of Mota-Engil’s involvement and because the consortium, dubbed Unión Temporal Metro de la 80, was the only bidder. Lawmakers have requested the comptroller general to audit the tender process. 

Mota-Engil was involved in a school infrastructure contract that was voided in 2019 amid major delays, triggering a still ongoing legal battle with the government.  

However, López said none of the firms comprising the consortium have been subject to sanctions and are legally allowed to bid.

The project entails a 13.3km light rail serving 17 station along 80 avenue. Operations are expected to start in 2027.
