Mexico readies call for natural gas transport "backbone"

Mexican national oil company Pemex's gas subsidiary PGPB plans to issue a call for bids on May 13 for a contract to build and operate the 740km phase II of the Los Ramones natural gas pipeline system, BNamericas has learned. The pipeline, which will be largest such project to date in Mexico and referred to as the future "backbone" of the system, is part of Pemex's push to expand natural gas infrastructure as demand has outpaced domestic production and pipeline infrastructure has been unable to handle additional imports from the US. Phase II of Los Ramones must have capacity of 1.43Bf3/d (Mm3/d), operating pressure of 1,200psi and design pressure of 1,320psi. Infrastructure associated with the line includes: three compression stations (Villagrán, Tamaulipas state; Doctor Arroyo, Nuevo León state; and Villa Hidalgo, San Luís Potosí state); four metering and regulation stations; 22 main line valves; one main control room; and a backup control room. The winning bidder will be responsible for completing the design and engineering work; obtaining permits with regulator CRE; securing rights of way permits; EPC; and operation and maintenance. Under the contract, PGPB reserves the right to 1.4Bf3/d capacity on the line. The winning bidder will be responsible for 100% of investment in the line and will acquire 90% of TAG Pipelines, a PGPB subsidiary currently in charge of the project, while PGPB holds the remainder. Bidding rules will be made available May 13 and bidders must prequalify by June 22 to participate. Bids are due July 22 and the contract for the line is scheduled to be awarded August 15. The line must be operational by December 1, 2015. Details on the tender will be made available on PGPB's website.
