Paraguay sets public hearing date for public transport municipalization bill
Paraguay will hold a public hearing on September 30 to debate a proposal to municipalize public transport services in the metropolitan area of capital Asunción.
"The [bill] establishes the reversion of all permits for passenger public transport routes operated by private firms in Asunción and all its metropolitan area to the municipality of Asunción," according to a Paraguayan senate release.
The proposed bill also seeks the constitution of a state public transport firm to be administered by the Asunción municipality, while further aspects consider the incorporation of a fleet of electric-powered buses.
Asunción's public transport system has been characterized as "chaotic" and is a constant subject of criticism for city residents.
In March 2014 an investigation uncovered a "bus mafia" operating in the city, where it was revealed that private operators had been altering registration documents to conceal the age of buses circulating in the capital.
Paraguay's public works and communications ministry has lined up several projects to transform the city's public transport systems, including a bus-rapid-transit (BRT) line, as well as a monorail network to be link peri-urban areas with the capital.
The public transport overhaul bill was proposed by Ricardo Meyer and Ricardo Canese, both engineers by trade. Meyer is a candidate in Asunción's mayoral race with Paraguayan electoral bloc Guasú Front, while Canese is Guasú's public relations secretary.
