State of Ceará will advance in the digital transformation of its government with the support of the IDB

The State of Ceará, Brazil, will advance in the digital transformation of its government to increase satisfaction and generate savings for citizens in the use of public services, with a US$31 million loan approved by the Inter-American Development Bank (IDB) .

This is the third individual operation and the first to be executed by a state executive power under the US$1 billion “Brasil Mais Digital” Conditional Credit Line for Investment Projects approved by the IDB in April 2021 to contribute to digital transformation from the country.

The new credit will finance a program to expand access to digital public services in the State of Ceará, improve the effectiveness and efficiency of public management through digital transformation, and improve digital connectivity.

In this sense, it will support the automation and expansion of the offer of digital public services by structuring its offer in a single portal, and the expansion of the channels of transparency, participation and control and improvement of the quality of digital services through control tools. Social.

Likewise, among other actions, it will support the construction and start-up of a government innovation center to promote public-private collaboration and the digital economy, the development of digital skills for public servants, and a program to develop digital skills for public servants.

It will also contribute to expanding connectivity by improving the digital infrastructure, will support the strengthening of the management of the Digital Belt of Ceará, created in 2007 to expand the coverage and quality of connectivity in the State and particularly in the interior, and will finance the digital transformation of the state Public Ministry.

The direct beneficiaries of the program will be citizens and companies that use State services with Internet access due to greater availability of digital public services and efficiency of the services received, including gains in their time and lower costs.

The public servants of the State will also benefit from the strengthening of their digital capacities and the state public institutions, in particular the Public Ministry, by increasing their effectiveness and efficiency in the delivery of their services.

This operation is in line with Vision 2025 – Reinvest in the Americas: A Decade of Opportunities, created by the IDB to achieve the recovery and inclusive growth of Latin America and the Caribbean, in the areas of digital economy, gender and inclusion, and climate change.

The IDB loan of US$31 million has an amortization term of 25 years, a grace period of 5.5 years, an interest rate based on SOFR, and a local counterpart of US$7.75 million.
