As part of the strategic objectives of the National Government to prepare the electrical infrastructure so that Paraguay becomes an axis of regional electrical integration, on Wednesday, December 7, 2022, the Electric Power Control Scheme was officially put into service on Wednesday, December 7, 2022. ANDE (ECCANDE) contingencies that will allow the interconnected operation of the ITAIPU-ACARAY-YACYRETA power plants and the National Interconnected System- SIN will start to operate in a single electrical system, connected and synchronized with the systems of Brazil, Argentina and Uruguay. This will enable the optimization of the operation of the national electrical system, a better use of the national hydro-energy resources and greater participation of the country in the regional exchanges of electrical energy.

Commissioning took place at the ANDE System Operation Center in the city of Asunción, with the presence of the President of the Republic, Mario Abdo Benítez; the President of ANDE, Ing. Félix Sosa; the Director General of the Itaipu Hydroelectric Power Plant on the Paraguayan side, Ambassador Manuel Cáceres and councilors of the entity; as well as the Technical Director of the Yacyretá Binational Entity, Eng. Juan José Encina.

With the general coordination of the ANDE System Operation Center, all the actions and tests carried out during the process for the commissioning of the ECCANDE, as well as for the permanent synchronization of the Acaray, Itaipu and Yacyretá Power Plants, were coordinated between the respective control centers of the different systems, including all interested parties: CAMMESA (Compañía Administradora del Mercado Mayorista Eléctrico SA of Argentina), ITAIPU Binacional, Yacyretá, Furnas and the National Operator of the Electric System of Brazil (ONS), and in accordance with operating protocols prepared for this purpose.

In order to achieve the aforementioned synchronized operation of the National Interconnected System (SIN), the installation and commissioning of a modern and powerful platform for protection, control and real-time monitoring of the electrical system has been specified, which constitutes a state-of-the-art technological solution. , thus safeguarding the operational safety of the entire electrical network.

On the other hand, in ITAIPU, the project has required the activation, for the first time since its construction, of the power system stabilizers in the 50 Hz generators, as well as the commissioning of the Automatic Generation Control destined to carry out the control of frequency and load within the SIN. Likewise, in YACYRETA, an automatic generation disconnection scheme has been implemented in the event of events in the SIN.

The commissioning of ECCANDE, which required an investment of USD 7,000,000, with financing from the Inter-American Development Bank (IDB) and a counterpart from ANDE, constitutes a historic achievement for the Paraguayan electricity sector, the result of joint and coordinated work between ANDE, ITAIPU and YACYRETÁ, aiming at a better service for the national market and regional electrical integration.
