The Superintendency of the Environment (SMA) jointly with the SEREMI of Health of the V Region, the Superintendence of Electricity and Fuels (SEC) and other competent agencies, are executing different control activities to various facilities of the Puchuncaví-Quintero Industrial Complex .
The control activities have been developed uninterruptedly from the moment that contamination events were taken into account and have been aimed at determining which of the multiple industrial establishments located in the area, can be the source of the emissions and what are the characteristics and composition of such emissions.
The foregoing is highly complex from the technical point of view, given the circumstances surrounding this case, that is, i) the existence of numerous large-scale industrial establishments located side by side; ii) the fact that many of them are potentially capable of producing the emanations that have affected the population, and finally, iii) the fact that the emanations that caused the problems correspond to events of very short duration but of high intensity .
Even so, and based on the information up to now, the following measures and actions have been dictated:
1) Closure of ponds T5104 and T5109 located inside the ENAP lands in Quintero, which have been in maintenance work for a few days.
2) Withdrawal and confinement of all oily residues resulting from the maintenance tasks indicated in the previous number, both in the treatment systems and in the accumulation devices of said residues.
3) Monitoring and Reporting of Total Hydrocarbons and Hydrogen Sulfide during the process just indicated.
Additionally, the Legal Representatives of the establishments located in the affected area have been summoned to declare that they have processes and / or develop actions that may be generating the pollution episodes that occurred in the area.
The control actions will continue to be carried out with the objective of determining the facility (s), and within them, the process (s) that have generated the aforementioned problems.
All the records that are collected will allow this Superintendency to define the actions to be taken within the framework of the oversight powers and, if applicable, sanctions established in the law.
