Report: Piedras Blancas dam project to advance

Camb, the water utility serving Bucaramanga in Colombia's Santander department, will select a winner next month for a 2.3bn-peso (nearly US$1.0mn) consultancy to design the US$200mn Piedras Blancas potable water project, El Tiempo reported. The winner will have roughly one year to design a way to finance the project, which would entail building a 70m-high dam capable of storing 31M cu. m. of water for 1 million nearby residents. The process was suspended in 2004 as the Inter-American Development Bank reviewed the bidding process and complaints by some bidders about the ranking. Local officials have been pushing for the project to continue, saying they need the drinking water soon. An offer from Spanish financial firm Nmas1 was ranked first at the time of suspension, followed by Deloitte Touche-Selfinver (Colombia), K&M-MWH-Ingesam (USA-Colombia), William Halcrow (UK), and BBVA (Spain).
