Brazil: ANP will have 12 new blocks under study for inclusion in the Permanent Concession Offer

The Board of Directors of the ANP approved today (1/12) the indication of 12 exploratory blocks to be studied for inclusion in the Permanent Concession Offer (OPC). Ten of the blocks are located in the Amazonas Basin, with an area of around 30,000km2, and two in the Tacutu Basin, with a total area of approximately 3,252km2.

The indication of these blocks for inclusion in the Permanent Offer is in line with the guidelines of the national energy policy to promote exploration in new frontier basins, increase geological knowledge and discover new producing areas.

In the specific case of the Tacutu Basin, there is also the motivation to promote the entry of this basin into the national exploration scenario, in order to encourage solutions for the supply of electricity in the state of Roraima, since preliminary interpretations carried out by the Agency point to the possibility discoveries of hydrocarbons in the subsoil of the region, including natural gas.

After including these areas in the group of blocks under study, procedures will be initiated to obtain environmental opinions from the competent bodies. Next, a joint demonstration between the Ministry of Mines and Energy and the Ministry of the Environment should take place. Once these steps are completed, the ANP will hold a public hearing for its inclusion in the Permanent Offer Notice.

Currently, 1,018 blocks are under study for the OPC, to which are added the 12 approved today, totaling 1,030 blocks.

CNPE Resolution No. 27/2021 authorizes the ANP to define and bid in a Permanent Offer, under the concession regime, blocks in any land or sea basins, as well as to bid for fields returned or in the process of being returned, excluding blocks in the Area of the Pre-salt layer and in Strategic Areas, and takes other measures.

What is the Permanent Offer

The Permanent Offer is, at the moment, the main type of tender for areas for exploration and production of oil and natural gas in Brazil. In this format, there is a continuous offer of exploratory blocks and areas with marginal accumulations located in any onshore or offshore basins.

In this way, companies do not need to wait for a "traditional" bidding round to have the opportunity to purchase a block or area with marginal accumulation, which are now permanently on offer. In addition, companies have as much time as they deem necessary to study the technical data in these areas before making an offer, without the limited deadline of a one-round public notice.

Currently, there are two types of Permanent Offer: Permanent Concession Offer (OPC) and Permanent Production Sharing Offer (OPP), according to the contracting regime (concession and sharing). Three cycles of the OPC have already been carried out and the OPP is in its 1st Open Cycle, whose public session will take place on 12/16.
