Chile bill promotes solar self-supply, NCRE land rights
Chile legislators began discussions of an energy bill that incentivizes non-conventional renewable energy (NCRE) and expands the scope of national oil company Enap.
The bill extends the deadline to take advantage of 2009 tax incentives for the installation of solar water heating systems in new homes, and provides a direct subsidy to install the systems in new homes.
It also facilitates the acquisition of land rights for NCRE projects, namely in areas where mining rights are already held by third parties.
Chile's richest solar and mining resources are both concentrated in the north, which is mutually beneficial when solar plants supply energy to miners, but problematic when mining concessions go unused.
Solar developers like SunEdison's general manager for Chile, Alfredo Solar, have decried the impeding effect of "false miners" on solar development in the country.
Finally, the legislation allows national oil company Enap to participate as a minority stakeholder in power generation projects. Enap's activity is currently limited to hydrocarbons and hydrocarbon-related power projects, as well as geothermal exploration.
The mining and energy committee in the lower house has begun discussing the bill with energy minister Máximo Pacheco, according to a house statement.
Legislators plan to vote on the bill in 30 days, the statement said.
NCRE SELF-SUPPLY TENDER
In related news, German development bank KfW launched an international tender seeking a consultancy to design a guarantee fund to support NCRE self-supply projects.
The fund is meant to reduce the interest rates on loans for such projects and to support Chile's Nationally Appropriate Mitigation Actions (NAMAs), which Chile agreed to under the United Nations Framework Convention on Climate Change in 2007.
The agreement secured NAMA commitments from 195 developing countries.
