One of the areas that have priority in the new administration of the Ministry of Public Works and Communications (MOPC) is water and sanitation because it means better quality of life and health for the population.

Following this line established by the national government, the prequalification phase of consulting companies that will carry out the task of inspection, design and construction of these sanitary works in the Lambaré basin and the metropolitan area of Ciudad del Este has begun.

For Ciudad del Este, the call is now open on the portal of the National Directorate of Public Procurement (DNCP). This is “Prequalification 784 - Call MOPC No. 58/2023 Expression of interest for the contracting of consulting services for the supervision of the design and construction of potable water collection, treatment and storage works for the metropolitan area of the city from the east."

In this case, the firms invited to participate in the process, taking into account their trajectory and experience in this type of works, must present all their documentation on Monday, December 11, 2023, at 08:00, at the Single Entry Table of the MOPC, headquarters, and then, at 08:30, proceed to the opening ceremony on the third floor of the institution, located in Oliva corner Alberdi of our capital.

For Lambaré, whose Prequalification is No. 785 – “ MOPC Call No. 60/2023 Expression of interest for the hiring of a consulting firm to supervise the design and construction of the works of the Wastewater Treatment Plant (WWTP) and subfluvial emissary", the established date is Thursday, December 14, at 08:00 and the opening of envelopes at 08:30, also on the third floor of the MOPC.

These undertakings - which are framed within the country's strategic plan for water and sanitation, with a vision of human rights - are intended to respond to the urgent need to extend the coverage of the sanitary sewerage service, which today only covers 15%. of the population and wastewater treatment coverage, which is 7.5%. The expansion will mean a notable improvement in the quality of life of thousands of compatriots and at the same time will benefit the care of the environment.

The Lambaré Basin project, which also includes part of the cities of Asunción, Fernando de la Mora and Villa Elisa, aims to benefit 300,000 people with regard to wastewater sanitation. This will occur through the elimination of 13 direct discharges of untreated sewage effluents to the Paraguay River, plus the construction of a WWTP, which will contribute to preserving quality conditions of water resources such as the Paraguay River and the Patiño Aquifer.

The total estimated investment is US$165mn from the Inter-American Development Bank, IDB (US$105mn) and the Official Credit (ICO) of the Kingdom of Spain, through the Fund for the Promotion of Development, Fonprode (US$60mn).

Meanwhile, for the east of the country, the objective of the initiative is to preserve the water resources of the Paraná River and the Guaraní aquifer, and improve the quality of life of the population of the districts of Ciudad de Este and Presidente Franco, directly benefiting about 250,000 compatriots. There the estimated investment is US$200mn from the IDB (US$115mn) and the Japan International Cooperation Agency, JICA (JPY 9,130,000,000).
