DomRep minister backs independent tailings study at Pueblo Viejo
Dominican Republic energy and mines minister Antonio Almonte said the country should hire an independent firm to conduct a study outlining tailings options for Barrick Gold’s Pueblo Viejo mine.
Barrick needs to expand tailings capacity at Pueblo Viejo, a 60:40 JV with Newmont, in order to complete its US$1.3bn expansion, which will extend operations into the 2040s.
Pueblo Viejo is Latin America’s biggest gold mine and plays a key role in the Dominican Republic economy, but Toronto-based Barrick is facing local opposition to its tailings proposals, for which authorities are evaluating an environmental permit application.
Planned talks with local communities over the proposals were cancelled following violent protests in April.
The senate has since created a special committee tasked with visiting the site of the planned dam.
Almonte told the committee the government should contract a company to undertake the study through an international bidding process in which firms linked to Barrick cannot participate, in order to avoid potential conflicts of interests.
President Luis Abinader has pledged to deliver major mining growth in the Caribbean nation, but has tended to capitulate to environmentalist and community requests to deny operating permits, including plans by Falconbridge to extend nickel mining operations into the Loma Miranda forest, IHS Markit said in May.
Pueblo Viejo produced 542,000oz of gold for Barrick last year.
