El Salvador starts tender for lighting and video surveillance on roads through private public partnership

The Government of El Salvador, through the Ministry of Public Works, today began the bidding process for the design, financing, installation, equipment, operation and maintenance of a lighting system and video surveillance on roads, in order to increase the road and citizen safety for the benefit of 26 municipalities in the country.
The invitation to participate in the international tender through Public Private Partnership (APP), is to run on approximately 143 kilometers of roads, located in the departments of: San Salvador, La Libertad and La Paz. The process will be carried out in coordination with the Export and Investment Promotion Agency of El Salvador (PROESA).
The estimated official budget for the lighting and video surveillance project is $ 12,346,331, whose value is referential and considers the nominal value of the public infrastructure works of the APP contract, including all project costs, general expenses and utilities, private participant payments during the construction stage and the costs for the elaboration of the engineering project.
The Minister of Public Works and Transportation, Romeo Rodríguez, participated in the launch of the bidding process. the Secretary of Commerce and Investments, Miguel Kattan; the Commissioner of the Chancellor of the Republic, Alexandra Hill Tinoco; and the United States Ambassador to El Salvador, Douglas Johnson.
The tender will be public and international and may participate in it national and foreign legal entities, individual or within a consortium, that meet the requirements of the Special Law of Public and Private Partnerships. The private participant will assume the obligations to provide the public lighting service in the Project Area and to provide and maintain the video surveillance systems.
The bidding rules have a cost of $ 1,500, whose payment will be made by check in the name of PROESA, by bank transfer or by payment at its offices.
For registration, the interested parties must present themselves with the payment voucher to the offices of the Project Bidding Team, located in Calle El Mirador, between 87 and 89 North Avenue, World Trade Center, Tower 1, level 5. The reception of Offers will be on June 2, 2020 at 10 am, and opening on June 2 at 10 am.
This is the second APP launched by the Government of President Nayib Bukele. The first was for the expansion of the cargo terminal at the San Oscar Romero International Airport.
The project is divided into 4 sections: Santa Tecla-La Libertad (23 km); La Gloria-El Espino (52 km); El Espino-Airport (43 km); and from Plaza Cocos-Zacatecoluca (25 km).
FOMILENIO II provides technical and financial support to boost PPPs in the country, as a mechanism to attract investment and optimize the distribution of road assets (roads), to investment, employment and the growth of the Salvadoran economy.
