Mexico’s ICT regulator IFT modified the quality indices and parameters for mobile service providers.

The changes come in response to technological advancements. IFT will measure quality of voice, messaging and data services.

The main modifications relate to voice service quality and evaluation methodology. Among the changes, voice over LTE is included and a call will be considered failed if it isn’t connected within 20 seconds.

Peru’s Osiptel rejected an appeal by América Móvil and confirmed a fine of 6.2 UIT (index-linked units, 4,950 soles or US$1,300) for failure to comply with the coverage plan for the town of Ahuac, corresponding to the concession for the 698-806MHz band.

Honduras’ Conatel extended until January 17, the consultation for the draft resolution that establishes the rates and canon for 2023.

Colombian spectrum agency ANE extended the deadlines for several public consultations.

On January 19, the consultation on the 2023-26 strategic plan and the 2022 action plan will close. The documents can be accessed here and here.

The request for comments regarding the analysis of the 26GHz band and proposals for technical conditions of the 3.5GHz band will now be available through February 1, at this link.

The consultation on the 900MHz band will close on February 3 and may be accessed here.

In addition, the consultation for the regulatory impact analysis on backhaul networks and spectrum to support the digital transformation of the productive sectors was extended through February 10.

Osiptel extended by 20 business days the consultation period for the draft that establishes the maximum internet access rates for regions. The full text can be found here.

On January 13, Osiptel published for comments the draft for outsourcing regulations. It will be available for consultation for 30 days and comments may be submitted here.

Ecuador’s Arcotel updated the formats for submitting contingency plans of telecommunications service providers and concessionaires.

Accordubg to the law, providers must submit their contingency plans to the regulator by January 31 each year.
