Colombia updates small miner regulations
To curb illegal gold mining, Colombia is implementing new requirements for small miners' concessions.
“This is an entry door toward formalization to keep providing legality to the mining sector,” mining and energy minister Diego Mesa said Friday at the inauguration ceremony for the country’s first large-scale underground gold mine, Buritica, in Antioquia department, controlled by China’s Zijin Mining Group.
According to the new regulations, small miners without a mining title for an area can apply for one only once, covering a maximum of 100ha.
To count as small miner, production cannot exceed 20,000t of coal, 22,000t of metals in underground mines and 35,000t in open pit operations, while precious metals production is limited to 10,000t in underground mines and, according to the regulation, 165,000m3 in open pits.
Applicants will also have to submit a basic exploration program and estimated investments.
After receiving a concession, small miners can also apply for other mining titles and integrate all concessions if they don’t exceed 110ha. They may also transfer their concessions to other miners or reclassify a project.
