Petroecuador relaunches refinery tender, issues erosion call

Ecuador’s national oil company, Petroecuador, launched a second tender to modernize and expand the fire control systems at its three refineries.

The original process was declared void because the five offers submitted did not fulfill requirements.

The consultancy entails carrying out prefeasibility and conceptual engineering for the systems at Esmeraldas (110,000b/d), La Libertad (45,000b/d) and Shushufindi (20,000b/d).

Proposals for the US$1.5mn, 180-day contract are due by September 22, according to procurement information.

The NOC also invited six firms to carry out a geotechnical study of soil stability along three sections of the country’s principal oil pipeline, the 360,000b/d SOTE duct.

The groups are Lombardi-Andina, Consulproy, Geateccompany, UCE Proyectos, Hidrosuelos and Geosuelos, which have until September 15 to present bids for the 210-day contract.

Since April 2020, SOTE and other infrastructure have been affected by the erosion of the Quijos River and its tributaries.

The study will include a general design of mitigation-protection work and reference budget.

Petroecuador has a related tender underway to identify a definitive variant for the erosion-impacted pipeline.
