Southern Cone watch: US$570mn wind farm, energy storage projects

Chilean power company Colbún submitted for environmental evaluation a 473MW wind farm.

Work on the US$570m Junquillos project, planned for Biobío region, is penciled in to start in early 2024, according to documents filed with environmental evaluation service SEA.

Colbún is currently building in Antofagasta region 812MW wind farm Horizonte, which has an associated power-purchase (PPA) agreement.

The company also has solar PV projects with combined installed capacity of over 1GW and the environmental green light granted. Officials recently said investment decisions on these chiefly hinged on whether PPAs are secured.

The company also has a 156MW solar park (Celda Solar) in the feasibility phase. Other early-stage projects are a 8MW battery storage facility linked to solar PV park Diego de Almagro Sur, and the 170MW San Pedro hydroelectric project.

Colbún has around 3.4GW of installed capacity in Chile and 573MW in Peru.

SEA gave the environmental nod to the Ensicom cryogenic energy storage project planned for Atacama region.

Estimated capex of the 50MW capacity project, owned by UK-Chilean venture Highview Enlasa, is US$160mn. 

In related news from Chile, national energy commission CNE authorized a 5MW battery storage project, the Nueva Imperial substation storage system.

Planned for Araucanía region and scheduled to enter operations in the first half of 2024, the project developer now needs to apply for an environmental permit.

Pure battery storage technology accounts for 64MW, or 0.20%, of overall installed capacity of 33.4GW, according to July data from local renewables association Acera. An additional 60MW of battery storage capacity is under construction and 50MW of liquid air energy storage (Ensicom, mentioned above) is in the pre-construction phase. In terms of solar plants with associated battery storage modules, 115MW of capacity is under construction, 557MW has an environmental permit and 1,253MW is in the permitting phase. Wind-battery capacity of 20MW has been given the environmental nod.

Uruguayan state power company UTE wants to lease two battery storage systems and is accepting, until 21 October, offers for an associated contract. 

The contract also involves operating and maintaining the systems for 15 years.

Planned for Tacuarembó and Durazno departments, the units' minimum specifications are 35MWh of capacity and 18MVA of apparent power.

The systems would be connected to 31.5kV grid infrastructure via step-up transformers, which would also be provided by the winning bidder.

UTE wants the systems to enter service in 3Q23, according to documents published by the country's public procurement regulatory agency.
