Bolivia accuses former govt of payment default on China-built satellite
The administration of Bolivian interim president Jeanine Añez is accusing the government of former president Evo Morales of a partial payment default on the Tupac Katari satellite.
Built by the Great Wall Industry Corporation for US$300mn and financed largely by the China Development Bank, Tupac Katari launched in December 2013 from China, began services in April 2014 and has broadband capacity of 1,200MHz.
The director of the Bolivian space agency (ABE), Peter Larrea, said the previous government only paid 25% of the debt contracted with the China Development Bank for the satellite.
According to Larrea, the debt would now be in the range of US$249-254mn.
ABE and the ministry of public works services and housing are said to be assessing the situation and carrying out an audit of the entire adjudication and purchase process.
Regarding the satellite itself, Larrea said that Tupac Katari fulfills its goal of providing coverage to rural Bolivia, but mentioned “breaches of contracts” that generated losses not yet quantified.
ABE also said it awarded international contracts for landing stations in capital La Paz and La Guardia in the city of Santa Cruz to improve the satellite's monitoring service.
