Chile concludes decarbonization workgroup of the electric matrix

In the nine sessions held between June and January several studies were presented, there were about twenty exhibitors and the eventual impacts of the withdrawal of the plants on the air quality, the health of the people; in the national electricity system; and in the economy and labor sources. In addition, similar experiences were analyzed in several countries, including Germany, the United Kingdom and the United States.

The Minister of Energy, Susana Jiménez, and the undersecretary Ricardo Irarrázabal, led today the closing session of the "Mesa de Descarornización de la Matriz Eléctrica", which began its work last June as part of the commitments made by the Government of the President Sebastián Piñera in the "Energy Route, leading the modernization with citizen seal".

The MDE had nine sessions and had representatives of generating companies, the public sector, independent institutions, unions, consumer associations, NGOs, trade unions, municipalities, civil society, academics and international organizations.

Coal generation is today the main source of electricity generation in the country, with about 40% of the matrix.

The purpose of the Mesa was to analyze, for the first time, the effects of the removal and / or reconversion of coal units on the safety and economic efficiency of the national electricity system, local economic activity and the environmental aspects that have an impact.

In the nine sessions held between June and January several studies were presented, there were about twenty exhibitors and the eventual impacts of the withdrawal of the plants on the air quality, the health of the people; in the national electricity system; and in the economy and labor sources.

In addition, similar experiences were analyzed in several countries, including Germany, the United Kingdom and the United States, and technological reconversion alternatives that could replace coal-fired power generation were evaluated.

Based on the results of the Mesa, the Ministry of Energy will agree with the generators a schedule, and the conditions for the programmed and gradual cessation of the operation of coal-fired power plants, which do not have carbon capture and storage systems. other equivalent technologies.

Minister Jiménez: "The objectives of the Mesa were met"

The Minister Susana Jiménez stressed that the Mesa was able to "sensitize the different perspectives to make a good decision for the country, I believe that the process was well valued, and that the objectives were achieved." Now begins the next stage in which we return to The signatories of the agreement, which are the Ministry of Energy and the coal generating companies, will be waiting for us, having to visit all the factors, agree on a withdrawal and reconversion schedule. "

The Energy authority highlighted the "unprecedented" nature of the Mesa, since "no non-developed country that has achieved a process like this has a coal share of 40% in the electricity matrix." Therefore, we must be responsible to the time to establish the schedule so that, as coal plants are being removed, they can be replaced by other sources of generation ".

The sessions were attended by representatives of the following institutions:

The three points of the previous agreement of 2018

This initiative is the concretion of the voluntary agreement that was signed in January 2018 between the Government of Chile and the partner companies of the Association of Generators of Chile, AES Gener, Colbún, Enel and Engie, regarding three points:

1. The aforementioned companies undertake not to initiate new developments of coal projects that do not have a carbon capture and storage system or other equivalent technologies as of this date.

2. The creation of a Working Group to analyze, in the context of the objectives of the 2050 Energy Policy, the technological, environmental, social, economic, safety and sufficiency elements of each plant and the electrical system as a whole , among others, that allows establishing a schedule and the conditions for the programmed and gradual cessation of the operation of coal-fired power plants that do not have carbon capture and storage systems or other equivalent technologies

3. The Ministry of Energy will coordinate this Working Group to which all relevant institutions will be invited in this process.
