Chile opens economic bid for US$147mn hospital concession

Statement from the Ministry of Public Works of Chile
The Economic Offer presented by the CRCC Chile Group for the design, construction and operation of the new National Institute of Neurosurgery was opened, a work that contemplates an investment of UF 3,509,321 (MM USD 147).
The company's offer, delivered on September 27, considers UF 348,666 of fixed subsidy for construction (SFC) and UF 130,600 of fixed subsidy for operation (SFO). The project was called for bid on December 29, 2021 and considers a concession term of approximately 19 years.
The next step is the award of the contract, which should take place during the first half of 2023. Meanwhile, the construction of the work would begin in the first half of 2025, which will allow the generation of around 1,300 direct jobs. The commissioning of the new institute is estimated for the second half of 2030.
The National Institute of Neurosurgery project consists of the replacement of a highly complex hospital in the district of Providencia, which, along with serving the population of the Metropolitan Region, will operate as a reference center for the rest of the country for the most complex cases.
The concession of the health facility also considers the operation of the infrastructure, facilities, industrial equipment and furniture associated with the infrastructure, the administration and maintenance of non-clinical and clinical furniture, the acquisition and replacement of non-clinical and clinical furniture, among other aspects. .
Work description
The new National Institute of Neurosurgery will be dedicated to resolving highly complex neurosurgical pathologies in adult and child patients, as well as teaching and research.
With an estimated area of 65,000 m2, the facility will have a capacity of 214 beds, which will be distributed into 72 for critical adult patients, 12 for critical pediatric patients, 106 medical-surgical beds (basic and intermediate care), 12 for pediatrics ( medium care) and 12 for pensioners.
Likewise, the project includes seven undifferentiated elective surgical pavilions, a major outpatient surgery pavilion, an emergency pavilion, 19 medical care boxes, 29 boxes for other professionals, ten procedure rooms, an emergency care service and a diagnostic and therapeutic support. Support services such as imaging, nuclear medicine, pathological anatomy, clinical laboratory, pharmacy with mixing center and integrative medicine, among others, are also considered.
The new National Institute of Neurosurgery is part of the Second Concessions Program for Health Establishments, which considers the construction of 18 hospitals, of which Red Maule (Cauquenes, Constitución and Parral) have already been awarded; Buin-Paine; Red Biobío (Santa Bárbara, Nacimiento, Coronel and Lota); Los Ríos – Los Lagos Network (Los Lagos, La Unión, Río Bueno and Puerto Varas), La Serena Hospital and Coquimbo Hospital. The National Cancer Institute is also in the adjudication process and it is expected that this year bids will be received for the O'Higgins Network (Rengo and Pichilemu).
