Colombia picks dedicated prosecutor for Odebrecht probe
Colombia's supreme court chose attorney and law professor Leonardo Espinosa as the dedicated prosecutor for the ongoing investigations into the bribes paid by Odebrecht.
Espinosa was chosen out of a list of three candidates presented by President Iván Duque, and has experience auditing contracts and in consulting services, the court said in a release on Thursday.
Duque pushed for a dedicated prosecutor after a series of recordings from 2015 allegedly revealed that the country's head prosecutor, Néstor Martínez, ignored warnings about Odebrecht's irregular actions in the now cancelled Ruta del Sol II highway concession when he worked as a lawyer for the Brazilian firm's consortium partner at the time, Corficolombiana.
Just before the announcement, former transparency secretary at the presidency Camilo Enciso accused Duque of having a conflict of interests in the case and asked the court to reject all three candidates.
In a letter quoted by Radio Caracol, the international institute for anti-corruption studies, headed by Enciso, says that Duque's presidential campaign received 15bn pesos (US$5mn) in loans from Banco de Bogotá which, like Corficolombiana, is owned by the Aval Group. These donations, the institute argues, represented 67% of the campaign's total income.
On Wednesday, the same group said the US Department of Justice had requested information from Aval regarding the Ruta del Sol II contract as part of an ongoing investigation.
