IN BRIEF: Honduras begins power rationing

Honduras state power company Enee began a rationing program on Wednesday to offset lower hydroelectric dam levels, which authorities attribute to a lack of rainfall due to the weather phenomenon El Niño.

Critics, however, point to the government's debt with thermoelectric generators and poor sector planning as the real reasons for the measure. Blackouts have recently plagued the country, particularly in capital Tegucigalpa.
