Paraguay mulls updating concessions law for US$1.1bn highway agenda

Paraguay’s public works ministry (MOPC) is proposing tweaks to the country’s concessions law, passed in 2000 to award 3,542km of road concessions involving US$1.1bn between 2022 and 2027.

“We are analyzing an update, but not substantially. This is a tool that’s available today and works very well, but maybe we can consider modernizing it,” a source within the MOPC told BNamericas.

According to the ministry’s strategic projects division (DIPE), the roads that would be put out to concession are currently under maintenance and rehabilitation contracts (CREMA), service improvement and maintenance contracts (GMANS) and repair and maintenance contracts (RMPU) that will expire in the coming years. 

DIPE plans to award the highway concessions in packages, with each one including several stretches.
