Peru signs concessions for 3 blocks in 700MHz spectrum

Peru's transport and communications ministry (MTC) has signed the concession contracts for each of three blocks of spectrum in the 700MHz band with telcos América Móvil Perú, Entel Perú and Telefónica del Perú, respectively.

As requested by the MTC, the tender took place on May 26 in a process carried out by national investment agency ProInversión, who was criticized for setting a high reserve price.

América Móvil Perú was awarded block B after bidding US$306mn, Entel Perú received block A for its US$290mn offer and Telefónica del Perú won block C with a US$315mn bid.

The 700MHz band will allow each telco to provide or expand its broadband mobile internet services by incorporating 4G LTE technology. An advantage of the 700MHz band is that it allows 4G services to be provided in remote rural and low-population areas.

In a press release, ProInversión said the bidding process fostered competition, as the tender was designed so that companies could not win more than one block. In addition, concessionaires must provide broadband access and interconnection to mobile virtual network operators who request it, further promoting competition in the 4G market.
