Colombia's IT and communications ministry (Mintic) and the national spectrum agency have presented details of the process that will culminate in an auction for 25MHz of spectrum in the 900MHz and 1900MHz bands next year.
The draft resolution published in a joint statement on Tuesday contains details of the allocation process for up to 20MHz in the 900MHz band and 5MHz in the 1900MHz band.
Winners will be obliged to meet conditions including offering national roaming and infrastructure sharing, support an emergency network as well provide coverage in 40 remote areas in the 1900MHz band and 50 in the 900MHz band.
Participants will be limited to a maximum of 85MHz in high bands and 30MHz in low bands.
A public consultation will be held until October 31.
The plans fit with Colombia's Vive Digital program that has overseen the rollout of communications infrastructure throughout the country.
Colombia awarded five 4G spectrum licenses in June 2013.
