Bidding process for Peru wastewater treatment plant resumes

The bidding process for the Puerto Maldonado wastewater treatment plant (PTAR Puerto Maldonado), a project to be developed via a public-private partnership in Peru’s Madre de Dios region, resumed after modifications to the concession contract and conditions. 

Investment promotion agency ProInversión invited interested parties to submit documents to prequalify by February 10.

According to the ProInversión website, the project will now cost US$88mn and a winner is expected to be chosen in Q2. In its latest presentation in September, the agency said the project would cost US$59mn but the figure was “in the process of being updated.”

The plant was due to be awarded in the last quarter of 2022. However, in October then ProInversión head Rafael Ugaz indicated the project would end up being awarded in 2023 after having been previously postponed from 2Q22. 

Prequalified bidders are due to be announced on March 6.

PPPs

ProInversion’s new executive director, José Antonio Salardi Rodríguez, a former production minister, hopes to boost the attractiveness of PPPs for infrastructure projects.

Last November, ProInversión told local newspaper Gestión that 13 projects would be awarded via PPPs for a total of US$3bn. In addition to PTAR Puerto Maldonado, the agency is looking to award potable water supply works in Lima and the city’s outer beltway, as well as pending electric power projects.

A project well underway is the construction of hospitals in Piura and Áncash regions estimated at US$253mn. At the end of 2022, ProInversión announced that four groups prequalified for the concession process, and the winner is expected to be named this half. The companies are Acciona Concesiones, IBT Health, OHLA Concesiones and a consortium comprising Promotora y Desarrolladora Mexicana de Infraestructura and Currie & Brown México.
