Guyana dock project surfaces amid hydrocarbons build-out

Permitting has begun in Guyana for a dry dock project to help cover increasing maritime activity, spurred by crude production.

“There exists an overall deficit in infrastructure in Guyana which is particularly underscored in the maritime sector,” reads a document filed by the developer Dock Yard with the Environmental Protection Agency (EPA).

Dock Yard highlights a “gratuitous” jump in the level of maritime operations following first oil in 2019.

“The impact of inadequate facilities to accommodate the work in the maritime sector represents a loss of local content and opportunities to Guyanese,” it adds.

The 30,000-square foot facility would be located on the eastern bank of the Demerara river and is estimated to cost US$3mn.

The EPA said the “project will not significantly affect the environment, and is therefore exempt from the requirement to conduct an environmental impact assessment (EIA)” but that its “decision is in no way an indication that this project is approved.”

The government agency said that appeals against its decision may be submitted to the environmental assessment board.

The board is a three-person entity appointed by the Ministry of Natural Resources that reviews appeals against waivers of the requirement for an EIA.
