Pemex plagued by pipeline fires caused by illegal siphoning
The illegal siphoning, or "milking," of fuel from Mexican NOC Pemex's pipelines continues, with nine pipeline fires having broken out during extraction attempts since the beginning of March, according to company data.
The practice remains a chronic problem for Pemex. This is despite efforts to beef up security on the pipeline network, calls for a stiffening of penalties for offenders and recent calls for greater supervisory control and more data acquisition (Scada) systems by private firms that have entered the country's fuel sector as a result of the 2014 energy reform.
On April 4, siphoning along the Tula-Toluca pipeline in Tepejí del Río in the central state of Hidalgo caused a fire. This occurred a day after an attempt to steal fuel from the Minatitlán-Mexico City pipeline in Amozoc, Puebla state, had also caused a fire, the second such incident reported that day on the same pipeline, following a fire in the municipality of Puente Negro, also in Puebla state.
On April 1, a Pemex worker died from injuries sustained in a fire caused by illegal siphoning from a pipeline in Tierra Blanca in Veracruz state on March 31, and which led to two other workers being hospitalized. Another attempt to steal fuel on March 31 in Cadeyreta, Nuevo León, also caused a fire.
Those incidents followed a fire on the Minatitlán-Mexico City pipeline in Nogales, Veracruz, on March 27, and a fire on the same pipeline as a result of milking on March 21 in Acatzingo, Puebla, where a similar incident had occurred on March 7. A fire also broke out on the same pipeline in Calpulalpan, Tlaxcala state, on March 17, as a result of attempts to steal fuel.
