The city is prone to flooding from the Paraguay river due to a poor drainage system. In addition to alleviating the problem of flooding, the project is expected to increase tourism in the city. The project is divided into three phases: Phase A includes coastal defense, pumping stations with reservoirs, diversion channel for the Arroyo San Lorenzo, storm drainage channels for the terminal, operation and maintenance of the entire system, for 3 years. Phase B includes storm drainage works and a sanitary sewer system with an effluent pretreatment plant. Phase C, is the construction of the coastal avenue and linear parks. The works will be carried out along the waterfront in the city of Pilar and will benefit more than 33,000 people directly and some 45,000 people indirectly by promoting tourism.
