Mexico's state power company CFE will open technical bids on February 6 for the design, engineering and equipment supply for the modernization of two units at the 1,200MW Manuel Álvarez Moreno combined cycle plant, according to CFE information. CFE had originally planned to receive bids in April 2005 but has delayed the tender several times. The plant is at Manzanillo port in Colima state. Bidding rules are now available through January 31. The CFE will open economic bids on March 7. Work is set to begin March 8 and take about 735 days to complete, with operations slated for the first quarter 2008.
