Description: This EIA corresponds to a regularization of the project approved by Exempt Resolution No. 0005 dated January 7, 2009 (hereinafter RCA No. 0005/2009), of the Regional Environmental Commission, Los Ríos Region. The original project considered the generation of biosolids, through a process of anaerobic co-digestion of organic and inert residual materials. Its execution was raised in stages; Thus, of the 44 ditches or biodigesters designed (41 for solid and semi-solid waste, and 3 for liquid waste), a total of 19 have been built to date, considering one of smaller size for the Nitrification System. The remaining 25 biodigesters will be built to the extent that the demand warrants it. While these are not being built, part of that land will be used for activities subject to approval by the Environmental Authority in the present environmental assessment procedure. Through the Environmental Compliance Program, the presentation of an Environmental Impact Statement (EIS) was established to regularize the initial project. That is why on December 18, 2015, the DIA "Regularization of Improvements to the Residual Materials Conversion Plant Project" was presented, with its subsequent Addenda (October 24, 2016) and Complementary Addendum (May 10, 2017), which was finally classified as unfavorable according to Exempt Resolution No. 41-2017. The presentation of this EIA is carried out within the framework of the actions that are part of the Environmental Compliance Program, approved by the Superintendency of the Environment through Resolution No. 6 ROL N ° D 032 2015, dated September 28, 2015, through which has been provided a mechanism and deadlines to fully comply with environmental regulations by RILESUR Ltda. The modification that is presented for evaluation, is part of the scope of adjustments and improvements introduced in the operation. The Project considers the introduction of an aerobic phase for the management of biosolids and the liquid fraction, as part of a process of continuous improvement of the productive activity. As a result of this, the reconversion of waste is optimized, generating as products a biosolid and a liquid fraction (nitrogenous liquid) that can be used as soil improvers, which represents a series of qualitative improvements in terms of products. The indicated aerobic phase contemplates in turn two stages that are detailed below as active phase and phase of maturation and stabilization, for which the property belonging to RILESUR Ltda. And a leased land located adjacent to the facilities will be used. of the Reconversion Plant. The location of this modification is justified by the existence of the project in operation, which also has RCA and several sectoral permits already processed and granted. The Residual Materials Conversion Plant is located in Plot 4, Lot 4-C owned by RILESUR Ltda., And in the adjacent Lot 4-A leased to the company Transportation of Cargo H and H Ltda. Both lots are located in the parcelization El Llolly - Santa Laura, in the commune of Paillaco, province of Valdivia, Los Ríos Region. The project is developed in a total area of 7 hectares. Currently, 5 hectares are qualified environmentally friendly by the RCA N ° 0005/2009. 2 hectares were added for improvements in the productive process (See the following figure).
