Espírito Santo tendering US$210mn waterworks PPP

Brazil's Espírito Santo state water utility Cesan has launched a tender for a 30-year waterworks concession that involves 684mn reais (US$210mn) in sewerage system investments for the coastal city of Vila Velha, according to procurement documents.

The public-private partnership involves the expansion, operation and maintenance of the existing sewerage system in the city. Works include deploying 643km of wastewater pipelines and building and updating treatment plants and pumping stations.

A total of 408mn reais is expected from the eventual concession holder and the remaining 277mn reais will come from Cesan and the state government, with support through the World Bank. The forecast remuneration throughout the contract period is 1.74bn reais, the documents show.

Companies and consortiums may request tender clarifications until November 7 and offers must be submitted before the bid opening date of November 16. Technical visits, which are not mandatory, can be scheduled to November 9.

Bidders must have experience operating potable water supply and sewage collection and treatment systems for a population of at least 150,000. They must also prove experience in carrying out an infrastructure project of at least 150mn reais for waterworks, power plants, ports, airports, railways or highways, according to the tender notice.
